    UNITED STATES SECRETARY OF STATE, WILLIAM ROGERS, ARRIVED AT YUKOTA AIR BASE NEAR TOKYO ON MONDAY (28 JULY) FOR THREE DAYS OF TRADE AND ECONOMIC TALKS WITH JAPANESE MINISTERS. THE TALKS OPENED YESTERDAY (TUESDAY) IN THE JAPANESE CAPITAL ON THE MINISTERIAL LEVEL, AND THE TWO COUNTRIES PLEDGED MAXIMUM EFFORTS TO SETTLE DIFFERENCES OVER TRADE POLICIES.

    MR ROGERS WAS GREETED AT THE AMERICAN AIR BASE BY THE JAPANESE AMBASSADOR TO WASHINGTON, D.C., MR SHIMOTA. AT THE AIRPORT, THE SECRETARY MADE A BRIEF STATEMENT IN WHICH HE SAID HE WAS HAPPY TO PARTICIPATE IN THE TALKS. HE WAS ALSO REPORTED TO HAVE SAID HE WAS CONVINCED THAT A MUTUALLY ACCEPTABLE AGREEMENT ON THE REVERSION OF THE ISLAND OF OKINAWA WILL BE REACHED THROUGH U.S.-JAPANESE CO-OPERATION. MR ROGERS HAD LEFT PRESIDENT NIXON'S ASIAN TOUR IN DJAKARTA ON MONDAY TO GO ON TOKYO.

    AT THE START OF YESTERDAY'S CONFERENCE, MR ROGERS SAID THAT JAPAN AND THE UNITED STATES HAD BECOME INTERDEPENDENT BECAUSE THEIR EXCHANGE OF GOODS HAD REACHED THE HIGHEST LEVEL EVER MAINTAINED BETWEEN ANY TWO COUNTRIES IN TRANS-OCEANIC TRADE.

    ALTHOUGH NEITHER JAPANESE FOREIGN MINISTER KIICHI AICHI NOR MR ROGERS HAVE OUTLINED WHAT THEY CONSIDER TO BE THE MAJOR PROBLEMS IN AMERICAN-JAPANESE TRADE, IT HAS BEEN REPORTED THAT AMERICAN OFFICIALS ARE BECOMING IMPATIENT WITH JAPANESE RESTRICTIONS ON FOREIGN IMPORTS AND CAPITAL. THE AMERICANS ARE SAID TO CONSIDER THAT JAPAN SHOULD OPEN ITS MARKETS TO THE SAME DEGREE OF FOREIGN COMPETITION THAT JAPAN ENGAGES WITHIN OTHER NATIONAL MARKETS.

    THE JAPANESE ASSERT THAT THEY ARE DOING THEIR BEST TO MOVE TO A SITUATION WHEN ALL RESTRICTIONS WILL BE REMOVED, BUT SAY THIS WILL TAKE A FEW MORE YEARS.

    IN ADDITION TO MR ROGERS, TWO OTHER CABINET MEMBERS ARE INCLUDED IN THE AMERICAN DELEGATION. THEY ARE SECRETARY OF COMMERCE MAURICE H. STANS AND SECRETARY OF AGRICULTURE CLIFFORD M. HARDIN.
