    IN GENEVA SEPT. 4, DELEGATES AT THE THREE-POWER CONFERENCE ON NUCLEAR DISARMAMENT AGREED TO HOLD A FURTHER MEETING ON SEPT. 9 TO HEAR THE SOVIET GOVERNMENT'S REPLY TO THE JOINT PROPOSAL OF THE UNITED STATES AND BRITAIN ON BANNING NUCLEAR TESTS IN THE ATMOSPHERE.

    THE MEETING - THE 339TH - LASTED ALMOST TWO HOURS. MR. TDARAPKIN, THE SOVIET DELEGATE, MERELY READ OUT FOR THE RECORD THE SOVIET GOVERNMENT'S DECLARATION OF ITS INTENTION TO RESUME NUCLEAR WEAPONS TESTING.

    IN HIS STATEMENT, SIR MICHAEL WRIGHT, THE BRITISH DELEGATE, SPOKE OF THE UNIVERSAL SHOCK AND REVULSION OF THE DECISION TAKEN BY THE SOVIET GOVERNMENT. "THE WHOLE PURPOSE OF OUR NEGOTIATIONS", HE SAID, "HAS BEEN CYNICALLY AND RUTHLESSLY REPUDIATED BY THE SOVIET ACTIONS OF THESE FIVE DAYS."
    MR. CHARLES STELLE, THE AMERICAN DELEGATE, SAID THAT EVEN A MODEST AMOUNT OF SOVIET GOODWILL WOULD HAVE MADE POSSIBLE A TEST BAN TREATY WITH ADEQUATE CONTROL PROVISIONS. "SOVIET EXCUSES FOR RESUMING TESTS DID NOT BEAR EXAMINATION. TO SAY THAT THEIR MOVE WAS A DEFENSIVE MEASURE BECAUSE OF TENSIONS PROVOKED BY THE WEST WAS A LAME PRETEXT," HE SAID.

    IT WAS ANNOUNCED IN WASHINGTON SEPTEMBER 4 THAT RUSSIA HAD EXPLODED ANOTHER NUCLEAR DEVICE IN THE ATMOSPHERE IN THE AREA OF SEMIPALATINSK IN KAZAKHSTAN, ABOUT 400-MILES FROM THE BORDER OF OUTER MONGOLIA. THIS IS THE AREA WHERE THE SEPTEMBER 1ST TEST WAS CARRIED OUT IN THE OPEN.
