Background: INTRODUCTION: A former Cabinet Minister was among 200 people arrested following a demonstration in New Delhi on Tuesday (14 April). Mr. Raj Narain, formerly India's Minister of Health, was taken into custody as he tried to break a police cordon the Parliament building in New Delhi.

SYNOPSIS: Earlier Mr. Narain has addressed a Republican Party rally opposing moves to end the reservation of jobs for people of backward or lower castes, including Harijans or untouchables. He ended his speech by calling on the crowd to march to Parliament House and present a memorandum containing their demands.

Police cordoned off the building following Prime Minister Indira Gandhi's call for an end to violent demonstrations.

But the demonstrators were not to be dissuaded, many forcing their way through the cordon, only to find themselves immediately detained aboard police buses. The previous day doctors buses. The previous day doctors campaigning for an end to the job reservation system called off a hunger strike following an agreement with Mrs Gandhi's Congress Party.

Mr. Narain, wearing the red turban, was accompanied by two Members of Parliament when he took his turn to approach the cordon around the Parliament building. But both he and one of the Members of Parliament were arrested before they could reach their goal, and they were obliged to climb into a police bus too, like their chanting supporters.

India has recently been divided by violent disputes. At least 50 people have lost their lives since January.
