    INTRODUCTION: In Libya, delegates from 51 African and Arab countries at a Tripoli conference have been asked for united action to break the monopoly of international news media.

    SYNOPSIS: This six-day conference is sponsored by the Organisation of African Unity (OAU), the Arab League and UNESCO (The United Nations Educational Scientific and Cultural Organisation). One of the first speakers was the General Director of the Arab Revolution News Agency, Saad Mustafa Mujber. He said African and Arab countries did not want to receive information about each other in a distorted and biased manner from Europe or any other place. They should consider their own continental communications, he said.

    Libyan Major Abdel-Salem Jalloud proposed the establishment of an African and Arab news agency which, he said, would realise the cultural, social and economic identity of the two areas. He said Libya pledged its financial, political and moral support if the idea was approved by the participant agencies and their countries. Major Jalloud, one of five members of the General Secretariat of the General People's Congress, told delegates that in the capitalist world people had no say in politics, information or news circulation. But in the developing, non-capitalist and socialist countries, even thought was controlled by the government. The Major said that in African and Arab countries a kind of thought that worked freely, away from governmental control, was desirable.

    Representatives of news agencies based outside the African and Arab areas are attending the conference as observers.
