He was welcomed by Dr. Djuanda, the Prime Minister, other ministers, diplomatists, and military commanders, headed by the powerful Army chief, Lieut,-General Nasution.
During his absence, the Army - besides continuing anti-rebel operations in North Celebes - imposed a standstill on political activities after the Constituent Assembly rejected the President's call for a return to the 1945 Constitution, embodying the Presidential concept of "guided democracy" and giving him near-dictatorial powers.
Soon after arriving, President Sukarno pledged that he would not act as dictator but would take a firm decision, founded on the will of the majority of the people, on the controversial 1945 Constitution.
