Background: THE TRAGEDY OF LEAVING THE ONLY HOME THEY HAD KNOWN WAS EASILY TO BE SEEN IN THE FACES OF HUNDREDS OF EUROPEAN REFUGEES HO LEFT THE PORT OF ORAN, ALGERIA, JULY 30 FOR TRANSPORTATION TO METROPOLITAN FRANCE. YOUNG AND OLD ALIKE WERE HEALED FOR AN UNCERTAIN FUTURE - THEIR ONLY POSSESSIONS WERE WHAT THEY WERE ABLE TO CARRY.

MOST OF THE TRAVELLERS HAD COME FROM SMALL VILLAGES NEAR ORAN. THEY WERE BROUGHT TO THE DOCKS BY FRENCH MILITARY LORRIES TO JOIN HUNDREDS MORE WAITING ON THE QUAYSIDE. MANY ELDERLY PEOPLE HAD CHARGE OF YOUNG BABIES. ONE MAN, OBVIOUSLY VERY SICK, WAS SAID TO HAVE BEEN A PRISONER OF THE ALN (NATIONAL LIBERATION ARMY) FOR 40 DAYS.

MEANWHILE, REPORTS SAY MARSEILLE, FRANCE, IS GROWING RESTIVE ABOUT ITS "INVASION" BY EUROPEANS FROM ALGERIA. SOME 130,000 ARE LIVING IN THE CITY AND SURROUNDING COUNTRYSIDE AND THE CRIME RATE HAS INCREASED SHARPLY.

SO FAR THIS MONTH THERE HAVE BEEN 25 ARMED ROBBERIES IN THE CITY. MOST OF THEM ARE THOUGHT TO BE THE WORK OF MEN WHO HAVE MADE NO SECRET OF THE FACT THAT THEY CAME FROM ALGERIA. IT IS A MINORITY OF THE REFUGEES WHO ARE SAID TO BE CAUSING THE TROUBLE. OPERATING IN SMALL BANDS, THEY SEEM TO BE "UNCONTROLLED ELEMENTS" WHO ONCE BELONGED TO THE OAS.

MANY OF THE RECENT ARRIVALS IN MARSEILLES HAVE VERY LITTLE MONEY AND THEIR SITUATION IS THROUGH TO BE LIKELY TO BE AGGRAVATED BY A DECISION OF THE FRENCH GOVERNMENT LAST WEEK TO WITH-HOLD FURTHER RELIEF UNLESS REFUGEES AGREE TO MOVE OUT OF THE BOUCHES DUE RHONE AND OTHER MEDITERRANEAN DEPARTMENTS.
