    Background: Argentina's military rulers on Monday (24 March) celebrated t heir fourth anniversary in power. To mark the occasion the military announced the start of a dialogue on the future government of Argentina with figures representing the Catholic Church, trade unions, business, and political parties. But General Videla's government has made clear that for the moment it will only talk with public figures already in general agreement with the Armed Forces plan.

    SYNOPSIS: A religious service was held at the church of Stella Maris in Buenos Aires to celebrate the anniversary of Argentina's 1976 coup. During the Mass the Secretary General of the Fleet, Vice-Admiral Jorge Demetrio Casas read the government statement announcing an open season for dialogue with civilian leaders of public opinion.

    President Videla, seen here with members of his government was instructed to embark on a gradual programme of democratisation last December. The military defined this programme as one of discussion, leading to the re-establishment of party political activity 'from the second half of 1980'. President Videla himself has pledged to step down in a year's time, after a four year term.

    Argentina's military insist they will return to barracks as soon as possible and are governing only to prevent national collapse.
