    THE STREETS OF DAKAR, SENEGAL'S CAPITAL, ARE DECORATED WITH THE FLAGS OF MANY NATIONS AS THE FIRST WORLD FESTIVAL OF NEGRO ARTS CONTINUES ITS COURSE. DANCERS FROM THE UNITED ARAB REPUBLIC AND ZAMBIA PROVIDED RECENT HIGHLIGHTS IN THE PERFORMING ARTS.

    FESTIVAL HEADQUARTERS ARE IN DAKAR'S PLACE DE INDEPENDENCE. FESTIVAL AND PRESS OFFICES ARE LOCATED IN THE SAME BUILDING. FLAGS PICTURED ARE AFRICAN AND MIDDLE EASTERN.

    THE HOTELS OF DAKAR, A COASTAL CITY, ARE PACKED WITH TOURISTS, PERFORMERS AND OFFICIAL DELEGATIONS. THE ONLY ACCOMMODATION FOR CASUAL VISITORS SINCE THE FESTIVAL OPENED ON 1 APRIL HAS BEEN PROVIDED BY TWO SHIPS, ONE RUSSIAN, ONE ITALIAN, WHICH TIED UP IN THE HARBOUR AS FLOATING HOTELS.

    YESTERDAY (THURSDAY) EMPEROR HAILE SELASSIE OF ETHIOPIA ARRIVED IN DAKAR FOR A FOUR-DAY STATE VISIT TO SENEGAL. A VISIT TO THE FESTIVAL WAS ON HIS LIST OF PRIORITIES.

    (THE FESTIVAL CONTINUES UNTIL 24 APRIL AND IS DESIGNED TO SHOW THE WHOLE OF THE CONTRIBUTION TO WORLD CIVILISATION BY THE BLACK AFRICAN AND HIS DESCENDANTS SCATTERED ACROSS THE GLOBE.)
