    Background: ZAMBIAN PRESIDENT KENNETH KAUNDA ON THURSDAY (NOVEMBER 16) OFFICIALLY OPENED THE NEW CIVIC CENTRE AT LUANSHYA. THE NEW BUILDING, WHICH COST GBP115,000 STERLING, IS DESIGNED AS FOUR DISTINCT BLOCKS ENCIRCLING CENTRAL COURTYARD AND ORNAMENTAL POOL.

    ABOUT 2,000 PEOPLE ATTENDED THE FUNCTION. AMONG THEM THE MINISTER OF LOCAL GOVERNMENT AND HOUSING, MR SIKOTA WINA, THE WESTERN PROVINCE MINISTER OF STATE, MR PETER CHANDA, ASSISTANT MINISTERS OF STATE, MAYORS, COUNCILLORS, TOWN CLERKS AND OTHER LOCAL GOVERNMENT OFFICERS.

    THE PRESIDENT WAS GREETED BY THE MAYOR OF LUNASHYA, COUNCILLOR JOEL MUKUKA, AND INSPECTED A GUARD OF HONOUR FORMED BY THE ZAMBIAN POLICE.

    IN REPLY TO A REQUEST FROM THE MAYOR FOR AN IMPROVEMENT IN WATER RETICULATION, PRESIDENT KAUNDA SAID WATER WAS A RECURRENT PROBLEM THROUGHOUT THE COUNTRY. HE POINTED OUT THAT THE GOVERNMENT HAD APPROVED THE BUILDING OF A 500,000-GALLON WATER RESERVOIR AND WOULD GIVE SOME GBP150,000 STERLING FOR FUTURE DEVELOPMENT.

    ONE BLOCK OF THE NEW CIVIC CENTRE HOUSES THE COUNCIL CHAMBER, MAYOR'S PARLOUR, ROBING ROOM, PUBLIC GALLERY AND COMMITTEE LOUNGE, WHILE THE OTHER THREE BLOCKS ACCOMMODATE THE DEPARTMENTS OF THE TOWN CLERK, THE TOWN ENGINEER AND THE TOWN TREASURER.

    THE COUNCIL CHAMBER IS NOTABLE FOR THE ABSENCE OF WINDOWS IN THE WALLS. THE DESIGN ALLOWS FOR NATURAL LIGHTING FROM DOUBLE ROWS OF ROOF AND CEILING PANELS. THIS WAS PLANNED TO PREVENT THE COUNCIL'S DELIBERATIONS FROM BEING INTERRUPTED BY NOISE FROM THE NEARBY MAIN ROAD RAILWAY YARDS.
