    BRITAIN'S NEW FOREIGN SECRETARY, PATRICK GORDON WALKER, HAD A TWO-HOUR CONFERENCE WITH U.S. SECRETARY OF STATE DEAN RUSK YESTERDAY (MONDAY) IN THE STATE DEPARTMENT BUILDING IN WASHINGTON. THE TALKS WERE DESCRIBED AS AIMED AT THE COORDINATION OF POLICIES. HE WAS ACCOMPANIED ON THE VISIT BY SIR DAVID ORMSBY-GORE, PRESENT BRITISH AMBASSADOR, AND SIR HAROLD CACCIA, THE PREVIOUS AMBASSADOR.

    MR. GORDON WALKER SAID HE DID NOT BELIEVE THE CHANGE IN SOVIET LEADERSHIP WILL AFFECT THE SOVIET UNION'S FOREIGN POLICIES. "IN OUR VIEW" HE TOLD NEWSMEN "THEY WILL CONTINUE AS BEFORE BECAUSE THE POLICIES ARE BASED UPON FUNDAMENTAL SOVIET INTERESTS." HE SAID THIS ISSUE WAS NOT DISCUSSED WITH MR. RUSK BUT THAT DURING THE TWO DAYS HE IS IN WASHINGTON THE TWO MEN WILL COVER THE WHOLE FIELD OF FOREIGN POLICY. HE WILL MEET WITH PRESIDENT LYNDON B. JOHNSON TODAY (TUESDAY).

    ASKED ABOUT REPORTS THAT HE WAS PROPOSALS FOR REORGANIZATION OF THE ATLANTIC ALLIANCE, HE SAID "THERE IS PRETTY COMMON GROUND BY EVERYBODY THAT ITS (NATO's) STRUCTURE SHOULD BE CHANGED." HE SAID HE EXPECTED A BROAD AGREEMENT ON THE SUBJECT.

    MR. GORDON WALKER SAID HE WAS "EXTRAORDINARILY HAPPY" TO BE IN WASHINGTON AND LOOKED FORWARD TO IT "AGAIN AND AGAIN." HIS VISIT IS EXPECTED TO LAY THE GROUNDWORK FOR A VISIT BY BRITISH PRIME MINISTER HAROLD WILSON NEXT MONTH.
