    INTRODUCTION: Foreign Ministers of the five-member Association of South East Nations have called on Vietnam to withdraw its troops from Kampuchea.

    The joint declaration was made on Thursday (16 August) at a special two hour meeting in Kuala Lumpur.

    SYNOPSIS: This latest gathering of ASEAN foreign ministers comes little more than a month after their annual meeting in Bali which was expanded to include their counterparts from the United States, Japan, Australia, New Zealand, and Papua New Guinea.

    As in Bali, the continuing outflow of Vietnamese refugees and the conflict in Kampuchea dominated the agenda.

    In a joint communique the foreign ministers stressed their deep concern that the Kampuchean conflict would worsen at the end of the current monsoon season.

    The statement added that the prospect of large scale famine in Kampuchea would further exacerbate the situation in the region and cause a further exodus of refugees from that country.

    The foreign ministers reaffirmed a previous call made last January in Bangkok, strongly deploring the armed intervention in Kampuchea and reiterated their support for the right of the Kampuchean people to determine their future through elections free from outside influence or interference.

    The communique said any worsening of the conflict posed a threat to all the ASEAN countries.

    The ministers from Thailand, singapore, Malaysia and the Philippines expressed support for a political solution to the conflict to ensure the independence and sovereignty of Kampuchea.
