    Newly re-elected Chairman of West Germany's ruling Social Democrats Party, Herr Willy Brand, accused the opposition Christian Democrats of attempting to create an atmosphere of insecurity and fear in his closing speech to the Party's bi-ennial Congress in Mannheim of Saturday (15 November).

    The Christian Democrats' attitude towards West Germany's policy of improved relations with communist states endangered detente and security, he said.

    Herr Brandt's speech came shortly after Party leaders had combined to defer a decision on left-wing demands to enforce a policy of equal worker participation in industrial boardrooms. The move averted a possible split with the Social Democrats' junior coalition partners, the Free democrats, who favour a compromise proposal reserving special boardroom seats for employees of executive rank.

    The five-day Party meeting has been marked by its smoothness. Party leaders have worked hard to prevent conflicts between working politicians and Party theorists over issues such as boardroom representation and state control of the economy.

    The lack of open ideological differences was illustrated when Congress' 436 delegates united behind Herr Brandt and Vice-Chairman and Federal Chancellor Helmut Schmidt in elections to the Party's 35-man National Executive on Friday (14 November). Both leaders received an overwhelming majority of 407 votes.
