SYNOPSIS: Mr. Chiao went to the Elysee Palace for luncheon talks with the French leader. They were reported to have discussed the current situation in China, where a power-struggle for the leadership has been taking place.

Mr. Chiao was the first top-ranking Chinese official to visit France since the death of chairman Mao Tse-tung. he was expected to give President Giscard an outline of china's future policies. Mr. Chiao is a member of the moderate faction which has been reported to have seized power at the expense of the radicals in China, including chairman Mao's window, Chiang ching.

Questioned by newsmen about the reported purging of the radicals, Mr. Chiao said the situation in China after Chairman Mao's death last month "was good". He refused to comment on the reports of the purge of the radicals, now said to also include the late Chairman's nephew, Mao Yuan-hsin.

The Foreign Minister visited France on his way home from New York where he had addressed the United Nations. In his address, the first by a major official since Mao's death, he warned the General Assembly that the danger of global conflict was visibly growing, and all peoples must prepare for it. He said war between the United States and the Soviet Union seemed inevitable.
