THE MEASURE PARTICULARLY AFFECTS WEST BERLIN, THE THIRD LARGEST INLAND HARBOUR OF WEST GERMANY. WEST BERLIN'S INDUSTRIES RELY ON WATER TRANSPORT FOR NEARLY HALF OF THEIR SUPPLIES OF COAL, OIL, MACHINERY AND BUILDING MATERIAL.

    ON FRIDAY, THE EAST GERMAN GOVERNMENT OBLIGED WEST GERMAN SHIPPING ON THE WATERWAYS THROUGH EAST GERMANY TO GET PERMITS FROM THE EAST GERMAN TRANSPORT MINISTRY.

    PREVIOUSLY PERMITS WERE ISSUED AND INTER-ZONAL NAVIGATION REGULATED BY THE WEST GERMAN WATER AND SHIPPING AUTHORITY IN HAMBURG AND THE EAST GERMAN COUNTER-PART IN MAGDEBURG.
