    AFTER NEARLY THREE YEARS, PETROL RATIONING IS TO END IN ZAMBIA AT MIDNIGHT TONIGHT (THURSDAY). THE MINISTER OF COMMERCE, INDUSTRY AND FOREIGN TRADE, MR JUSTIN CHIMBA, SAID THAT FROM MIDNIGHT ALL PETROLEUM PRODUCTS CAN BE BOUGHT ANYWHERE IN ZAMBIA WITHOUT COUPONS OR PERMITS -- A "PRACTICAL INDICATION" THAT ZAMBIA WAS "WINNING HER BATTLE OF MINIMISING DEPENDENCE ON HER SOUTHERN NEIGHBOURS.

    IT WAS BARELY ONE MONTH AFTER RHODESIA DECLARED UDI (UNILATERAL DECLARATION OF INDEPENDENCE) THAT THE FIRST RUMOURS WERE HEARD IN ZAMBIA OF PETROL RATIONING. MOST ZAMBIAN SUPPLIES CAME FROM RHODESIAN DEPOSITS, AND RHODESIA WAS ITSELF EVENTUALLY SEVERELY HIT BY A WORLD EMBARGO ON PETROLEUM SALES TO RHODESIA BECAUSE OF ITS UDI. RATIONING CAME INTO FORCE ON THE 19TH OF DECEMBER, 1965.

    PRESIDENT KENNETH KAUNDA SAID RATIONING WAS BEING INTRODUCED TO "ENSURE THAT WE MAKE PROPER USE OF OUR SUPPLIES OF PETROL AND OIL AND THAT EVERYONE GETS HIS FAIR SHARE". RATION CARDS AND ESSENTIAL USER PERMITS CAME INTO FORCE ON THE 20TH OF DECEMBER, AND A FEW DAYS LATER IT WAS ANNOUNCED THAT MOTORISTS WERE TO BE ALLOWED ONLY FIVE GALLONS OF PETROL A MONTH.

    HOWEVER, BY SEPTEMBER 1966 THE TOTAL ALLOWANCE HAD RISEN TO 10 GALLONS. RATIONING CEASED ALTOGETHER FOR PETROL IN AUGUST, 1967, BECAUSE OF THE SUPPLIES BEING RECEIVED BY TANKER FROM TANZANIA ON THE FAMOUS "HELL RUN" -- SO NAMED BECAUSE OF THE NUMBER OF ACCIDENTS THAT THE SPEED OF THE RUN AND THE STATE OF THE ROAD GOT DRIVERS INVOLVED IN. HEAVY RAINS EVENTUALLY MADE THE "HELL RUN" VIRTUALLY IMPOSSIBLE, AND PETROL RATIONING HAD TO BE REINTRODUCED IN ZAMBIA AT THE END OF 1967.

    GRADUALLY THE ALLOWANCE FOR MOTORISTS ROSE AGAIN EACH MONTH. AT THE OPENING OF THE ITALIAN-BUILT TAN-ZAM PIPELINE, CUTTING OUT THE "HELL RUN", THE GOVERNMENT ANNOUNCED THAT IT COULD FORESEE AN EARLY END TO PETROL RATIONING. THE PIPELINE'S TERMINAL DEPOT IS AT BWANA MKUBWA, NEAR NDOLA, WHERE THERE ARE STORAGE TANKS THAT CAN HOLD 12-MILLION GALLONS. ALTHOUGH RATIONING DOESN'T OFFICIALLY END UNTIL TONIGHT, THE ZAMBIAN PUBLIC HAS BEEN ABLE TO OBTAIN MORE THAN THEIR RATION OF PETROL FOR SOME TIME, AS A RESULT OF THE PIPELINE.
