    PRIME MINSTER HUONG HAD RUSHED BACK TO SAIGON FROM A TRIP TO FLOOD-STRICKEN CENTRAL VIETNAM FOR A MEETING WITH THE COUNCIL AND HIS FIRST PRESS CONFERENCE SINCE TAKING OFFICE A FORTNIGHT AGO.
