    TRANSCRIPT: REPORTER: "THE BBC HAS BEEN SAYING, CHIEF ENAHORO, THAT THE TALKS IN KAMPALA ENDED IN FAILURE. WOULD YOU CHARACTERISE THEM THAT WAY?"



    ENAHORO: "NO, I WOULDN'T DESCRIBE THEM AS A FAILURE. IT ALL DEPENDS WHAT ONE EXPECTED FROM THEM. THE BBC MAY HAVE HAD SOME EXPECTATIONS OF ITS OWN, (INDISTINCT) OF COURSE I WOULD NOT KNOW. AS FAR AS WE ARE CONCERNED THEY HAVEN'T BEEN A FAILURE."



    REPORTER: "CAN WE GATHER FROM THAT, SIR, THAT YOU DIDN'T EXPECT THEM TO MEET ANY SUCCESS?"



    ENAHORO: "WELL, LET'S SAY THAT, ER, NOTHING HAS HAPPENED TO DISTRESS US--I THINK WE CAN PUT IT THAT WAY."



    REPORTER: "(INDISTINCT) TO ENCOURAGEMENT?"



    ENAHORO: "WELL, NOTHING TERRIBLY UNEXPECTED HAS HAPPENED."



    REPORTER: "CHIEF ENAHORO, WHEN YOU CAME TO KAMPALA YOU SAID--AND I HOPE I HAVE THE SENSE OF YOUR WORDS CORRECT--THE MOST YOU WOULD EXPECT WOULD BE THAT SOME GROUNDWORK MIGHT BE MADE. DO YOU FEEL THAT THIS HAPPENED?"



    ENAHORO: "WELL, I THINK THAT MIGHT WELL BE IN BREACH OF OUR AGREEMENT WITH THE POPE IF I ANSWERED THAT."



    REPORTER: "ON THE (INDISTINCT) QUESTION--WAS THERE ANY PROGRESS?"



    ENAHORO: "EM, THIS ALSO IS COVERED BY ARGUMENT (INDISTINCT)"



    REPORTER: "ARE YOU GOING TO SEE THE POPE AGAIN?"



    ENAHORO: "WELL, I WOULDN'T KNOW. IF I MUST, OF COURSE I WILL."



    REPORTER: "BUT IT DOESN'T REALLY SAY MUCH...."



    ENAHORO: "I WOULDN'T KNOW. IT WILL HAVE TO BE A DECISION FOR THE FEDERAL GOVERNMENT NOT FOR ME."

CONFRONTED BY PRESSMEN WITH REPORTS THAT THE KAMPALA TALKS HAD BEEN A "FAILURE", HE DENIED THIS BUT REFUSED TO COMMIT HIMSELF FURTHER ON THE BASIS THAT THE VATICAN HAD EXPRESSED A DESIRE FOR SILENCE ABOUT THE PROGRESS OF ANY DISCUSSIONS.

    CHIEF ENAHORO ALSO TOLD THE PRESS CONFERENCE THAT HE HAD NOT MET IN KAMPALA WITH THE BIAFRAN DELEGATION--HEADED BY AUSTINE OKWU, BIAFRA'S ROVING AMBASSADOR TO EAST AND CENTRAL AFRICA.

    THE BIAFRAN DELEGATION DID, HOWEVER, HOLD MEETINGS WITH POPE PAUL AND THE OTHER AFRICAN LEADERS--AND MR. OKWU LAST NIGHT SAID THAT HE WAS DISTRESSED TO HEAR THAT THE FEDERAL NIGERIAN DELEGATION HAD HELD THE PRESS CONFERENCE IN NAIROBI AFTER BOTH SIDES HAD AGREED IN KAMPALA TO ABIDE BY THE POPE'S REQUEST FOR SILENCE ON THE DISCUSSIONS.

    ACCOMPANYING CHIEF ENAHORO WERE NIGERIA'S MINISTER OF TRANSPORT, THE ADMINISTRATOR OF THE LIBERATED AREA OF THE EAST CENTRAL STATE AND HIGH COMMISSIONER TO KENYA.
