    Tokyo's Metropolitan Government, faced with public criticism over atmospheric pollution, has put into operation an ambitious plan to deal with the problem of noise.

    As part of a ten-year plan costing about 2000 million Sterling, the authority will be moving noisy factories to an island reclaimed in Tokyo bay. When the project is completed around 1975, the island will be the largest purely industrial community in Japan.

    The pollution issue is an important one in Japan, since Tokyo's atmosphere is said to be among the worst-polluted in the world. Pollution was a main issue in the recent Upper House elections, and public disquiet about it may have been reflected to some extent in the swing against the ruling Liberal-Democratic Party.
