    AT THE SEVENTEEN NATION DISARMAMENT CONFERENCE IN GENEVA TODAY (THURSDAY) THE SOVIET DELEGATE, MR. TSARAPKIN, SAID WESTERN COUNTRIES WERE SEEKING TO RECONCILE THE INCOMPATIBLE BY DISCUSSING PLANS TO SATISFY WEST GERMAN NUCLEAR AMBITIONS WHILE TRYING TO NEGOTIATE A TREATY AGAINST THE SPREAD OF NUCLEAR WEAPONS.

    MR. TSARAPKIN SAID HIS GOVERNMENT WOULD NEVER AGREE TO WEST GERMANY'S ACCESS TO NUCLEAR WEAPONS.

    THE SOVIET DELEGATE SAID HIS COUNTRY AIMED AT AN AGREEMENT ON A COMPREHENSIVE POLICY OF NON-PROLIFERATION, AND SUGGESTED THE SOVIET DRAFT FOR SUCH A TREATY SHOULD BE USED AS A BASIS FOR AGREEMENT.

    THE CANADIAN DELEGATE, MR. E. BURNS, SAID HIS DELEGATION WAS CONVINCED THAT WITHIN THE NEXT FEW WEEKS SUBSTANTIAL PROGRESS COULD BE MADE TOWARDS THE PRODUCTION OF A SOUND AND UNIVERSALLY ACCEPTABLE TREATY.
