    Mexico's President Luis Echeverria insisted on Sunday (1 September) that his Government would make no deal with the kidnappers of his father-in-law, Senor Jose Quadalupe Zuno.

    President Echeverria was making his annual "State of the Nation" address -- the most important event on Mexico's political calendar -- before the Congress in Mexico City.

    The President hit out at "permissive moral standards" and the use of violence to gain political ends. He was cheered wildly by the sympathetic Congress. The President's wife, Maria Esther, also received a two-minute standing ovation from the Congressman when she arrived.

    In his address, President Echeverria said terrorist acts had sought unsuccessfully to alter the spirit of progress which prevailed in Mexico. He said political and social reforms were hot the result of isolated actions but of the conscious participation of the majority of the people.

    The President said true patriots did not engage in clandestine operations, but sought the mandate of the people to serve the interests of the nation. He said that in Mexico's open political climate, violence was no more than a counter-revolutionary weapon.

    The President's address passed without any response from his father-in-law's kidnappers -- a silence which gave police fresh hope that the 83-year-old Senor Zuno was still alive. Senor Zuno suffers from diabetes and a heart condition.

    The kidnappers have threatened to kill Senor Zuno unless their demands for the release of 10 political prisoners and a ransom of 20 million pesos (GBP690,000 sterling - about 1,500,000 U.S. dollars) are met.
