  • Description

AS THE PARIS PEACE-TALKS ENTER THEIR SECOND DAY (14 MAY), SEVERAL OF THE MOST BASIC PROBLEMS OF NEGOTIATION MAKE THEMSELVES APPARENT. THE SIMPLE MATTER OF TALKING TO ONE ANOTHER, PARTICULARLY IN THE COMPLEX LEGAL FRAMEWORK THROUGH WHICH BOTH THE NORTH VIETNAMESE AND U.S. DELEGATES MUST OF NECESSITY NEGOTIATE, PROVES ITSELF FAR FROM SIMPLE. EVEN COMMUNICATION WITH THE PRESS IS A DESPERATE STRUGGLE FOR CLARITY AMID MULTI-LINGUAL CONFUSION.

SIXTY CORRESPONDENTS AND CAMERAMEN HAVE BEEN ALLOWED IMMEDIATE ACCESS TO THE NEGOTIATIONS--YESTERDAY THE PRESS WERE ALLOWED TO SIT IN ON THE FIRST TEN MINUTES OF THE NEGOTIATIONS (13 MAY). FIFTEEN OF THE CAMERAMEN AND CORRESPONDENTS ARE AMERICANS, FIFTEEN FROM NORTH VIETNAM, FIFTEEN FROM FRANCE, AND FIFTEEN FROM THE REMAINDER OF THE WORLD'S PRESS. ARRANGEMENTS FOR BRIEFING THE PRESS HAVE BEEN LEFT TO THE DISCRETION OF EACH DELEGATION.
