    AN AMERICAN SPOKESMAN SAID THE CO-CHAIRMEN, MR. CHARLES STELLE AND MR. SEMYON TSARAPKIN, HAD A "BUSINESS LIKE CONVERSATION". HE EXPECTED THAT TECHNICAL TALKS ON THE "HOT LINE" (OTHERWISE KNOWN AS THE "RED TELEPHONE") - WHICH THE AMERICANS THINK SHOULD BE TELEPRINTER CONNECTION - WERE LIKELY TO START SOON.

    THE KHRUSHCHEV-KENNEDY LINK BIDS FAIR TO BE THE FIRST TANGIBLE RESULT OF THE 13-MONTH-OLD CONFERENCE. IT HAS CERTAINLY GIVEN THE CONFERENCE A NEW LEASE OF LIFE, AND SEVERAL OF THE NON-ALIGNED DELEGATIONS ARE REPORTED TO BELIEVE IT INDICATES THAT NOW IS THE MOMENT FOR THEIR BID TO BREAK THE TEST BAN DEADLOCK.

    SO FAR THERE HAS BEEN NO MOVE BY BRITAIN - THE THIRD NUCLEAR POWER AT THE 17-NATION CONFERENCE - TO HAVE THE BRITISH PRIME MINISTER'S OFFICE BROUGHT INTO THE HOOKUP OF WORLD LEADERS. BUT BRITAIN IS RESERVING ITS FIGHT TO TAKE PART IN DISCUSSIONS ON THE "HOT LINE".
