    Background: THE PARLIAMENTARY UNION OF THE WESTERN EUROPEAN UNION - COMPRISING BRITAIN AND THE SIX COMMON MARKET MEMBERS - OPENED A FOUR DAY MEETING IN PARIS TODAY (MONDAY). NINETY DELEGATES ARE ATTENDING THE SESSION.

    SHORTLY AFTER THE SESSION OPENED A BRITISH DELEGATE, MR. MAURICE EDELMAN, WARNED OF THE PERILS OF A DIVIDED EUROPE, AND THE POSSIBILITY OF RENEWED PRESSURES BY THE SOVIET UNION ON WESTERN EUROPE.

    MR. EDELMAN SUGGESTED A 'BRIDGE' TO LINK THE COMMON MARKET AND THE EUROPEAN FREE TRADE ASSOCIATION, WITH PERMANENT COMMISSIONERS TO HARMONISE THEIR ACTIVITIES. HE SAID THE RATE OF TRADE BETWEEN THE TWO GROUPS WAS SLOWING-DOWN BECAUSE OF INCREASING TRADE AND TARIFF DISCRIMINATION BETWEEN THE TWO ORGANISATIONS.

    THE SESSION ALSO CONSIDERED FRANCE'S BOYCOTT OF THE COMMON MARKET COUNCIL. BELGIUM'S REPRESENTATIVE AT THE COMMON MARKET, M. JEAN REY, SAID HE COULD NOT IMAGINE THE ORGANISATION PURSUING ITS ENDS WITHOUT FRANCE, BUT THE COMMON MARKET WOULD GO ON. HE SAID THE EXECUTIVE COMMISSION WAS NOT TO BLAME FOR THE CRISIS.
