    Spanish war veterans formed a Confederation in Madrid on Saturday (16 November) as a preliminary Step to forming a political party.

    Though political parties are still banned in Spain, Prime Minister Carlos Arias Navarro has promised to allow political Associations before the end of the year.

    The war veterans, some of whom had fought in the Civil War and alongisde the Germans on the Russian Fron in World War Two, said they were organising the counter-balance efforts by Centre-Left groups to form a United front.

    Senor Jose Antonio Giron, a former Labour Minister in General Franco's Administration, was alected President of the War Veterans Confederation. Senor Giron is noted for his conservation.

    The leader of the Confederation, Senor Jose Antonio Giron, a former Labour Minister who belongs to the extreme Right.

    Political observers say that the conservatives are apparently worried by a possible leftward swing in Spain after the death of General Franco. Senor Giron and his followers have been trying to ??? Prime Minister Arias to slow down his policy of libera???. the Prime Minister has ??? to allow political associations by the end of the year. Communists would not be allowed to form an association. However, Senor Giron fears a Centre-Left coalition of Social Democrats, ??? and the outlawed Spanish Socialist Party.

    The five hundred war veterans listened ??? to Senor Giron as he recalled the Civil War and called on them to serve Spain once more.

    The Confederation groups together nine 'Brotherhoods' consisting of half a million members. They range from veterans of the Spanish Civil War to survivors of the Blue Division that fought for Germany on the Russian Front in World War Two. They present a formidable obstacle to prime Minister Arias's plans for some liberalisation of politics in Spain. However, the Prime Minister is backed by General Franco himself.
