  • Description

After two decades of war in Laos, on Friday (September 14) Prince Souvanna Phouma's Government and the pro-Communist Pathet Lao signed a coalition government agreement. The accord concedes the Pathet Lao -- headed by Prince Souvanna's half brother Prince Souphanouvong -- a bigger share in running the country.

Under the terms of the 28 article agreement, Prince Souvanna's administration and the Pathet Lao will each provide five ministers in the 12-man coalition. Neutralists make up the other two.

The protracted negotiations began after the ceasefire on February 21. The new government, officially known as the Provisional National Union Government, is to be formed by October 10.

SYNOPSIS: The ceasefire in Laos was strengthened at the weekend when the two sides in conflict -- Prince Souvanna Phouma's Government and the pro-Communist Pathet Lao -- signed an agreement to form a coalition government. As negotiations reached their climax, Pathet Lao troops moved freely through the markets at the capital, Vientiane. February's ceasefire ended twenty years of fighting in Laos.

Prince Souvanne Phouma's troops guarded the Prime Minister's office where the two sides were to sign the climatic agreement on Friday. Under its terms, the government and the Pathet Lao -- led by Prince Souvanna's half-brother Prince Souphanouvong -- each provide five ministers in the twelve man coalition. The other two will be Neutralists. The new administration, known as the Provisional National Union Government, must be formed by October the tenth. Sixty days after that, all foreign military personnel must be withdrawn from Laos.
