    THE LEADER OF THE UNITED PARTY OF GHANA IN EXILE, DR. K.A. BUSIA, SAID YESTERDAY (FRIDAY) THAT NO COUNTRY OR ORGANISATION WHICH STANDS FOR BASIC HUMAN RIGHTS SHOULD AID THE SURVIVAL OF THE NKRUMAH REGIME "WHICH CONSTITUTES A THREAT NOT ONLY TO CIVIL LIBERTIES AND HUMAN RIGHTS OF THE CITIZENS OF GHANA, BUT ALSO TO THE UNITY AND PEACE OF AFRICA AND THE CAUSE OF DEMOCRACY." DR. BUSIA WAS SPEAKING AT A PRESS CONFERENCE IN LAGOS, NIGERIA ON "THE POLITICAL SIGNIFICANCE OF GHANA'S ECONOMIC PLIGHT".

    DR. BUSIA WAS SPEAKING ON THE EVE OF A COMMISSION FROM THE INTERNATIONAL MONETARY FUND BEGINNING AN INVESTIGATION OF GHANA'S DETERIORATING ECONOMIC SITUATION AT THE REQUEST OF THE GOVERNMENT. HE SAID GHANA'S PLIGHT WAS THE DIRECT RESULTS OF GOVERNMENT POLICY.

    TOO MANY OF GHANA'S DEVELOPMENT SCHEMES, HE SAID, HAD BEEN "ILL-CONCEIVED" -- INCLUDING THE SPENDING OF HUGE SUMS OF MONEY ON PRESTIGE PROJECTS SUCH AS CONFERENCE HALLS, NUMEROUS EMBASSIES AND MILITARY EQUIPMENT.

    DR. BUSIA SAID GHANA'S TRADE WITH HER AFRICAN NEIGHBOURS HAD BEEN BROUGHT "ALMOST TO A STANDSTILL" FOR POLITICAL AND NOT ECONOMIC REASONS. HE SAID THIS THREATENED AFRICAN UNITY, AND ADDED THAT GHANA'S POLICY OF SUBVERSION HAD BOTH ECONOMIC AND POLITICAL CONSEQUENCES.
