    SHAGARI: "I wish to re-iterate that what my administration requires of you is responsible leadership by personal example, dedication to duty and above all, absolute loyalty to Government and the nation which I have initially conceded to each and every one of you sworn in today, until through your action of commission or omission you prove otherwise, when I shall not hesitate to take the appropriate disciplinary action. You must all be prepared to show a sense of purpose and creativity in your official dealings. I do advise you to keep good and decent company. In the next four years, my administration will be fully engaged in the prosecution of the programmes for which it was mandated by the people of this country to govern. It is my determination that in doing so, we shall carry the people of this country along with us."

    Background: As Nigeria's civilian Government nears the end of its first month of office, thirty-three Permanent Secretaries have been sworn in to work with the country's Ministers. The Ceremony took place at the State House in the Nigerian capital, Lagos.

    SYNOPSIS: After thirteen years of military rule, Nigeria's new civilian government is beginning to construct an administrative framework. This man taking his oath of loyalty is one of thirty-three Permanent Secretaries who will assist the country's ministers.

    The Secretaries were required to take an oath of obedience at a special ceremony in the State House. Supervision the swearing-in was the country's civilian President Alhaji Shehu Shagari, who himself was sworn in as President at the start of the month, and who has submitted his list of proposed ministers to the Nigerian Senate. After the ceremony, he told the Secretaries their duties.
