Background: The Kenyan election campaign has started with a shock. The ruling Kanu Party has turned down the application of former Vice Presidential opposition leader Mr. Oginga Odinga to stand for the election.

Since then the 752 candidates for 150 parliamentary seats have been ordered to observe some stringent restrictions on their campaign activities leading up to the election on 14 October.

The Government has told them, for example, that they cannot use tribal dancers to support them. An official said: "Tribal dancing may provoke rivals and create a tense atmosphere."
Youth processions, singing and shouting slogans, have also been banned -- although a meeting held by Dr. Nioroge Mungai, the Kenyan Foreign Minister, was lively enough; with the crowd dancing around the dais, waving election posters.

The only white Kenyan contesting the election is Mr. Philip Leakey, younger son of the late anthropologist Dr. Louis Leakey.

SYNOPSIS: Kenyans go to the polls on the fourteenth of October in a general election where all seven-hundred-and-fifty-two candidates for one-hundred-and-fifty parliamentary seats come from the ruling Kanu party. The only white Kenyan contesting a seat is Mr. Philip Leakey, son of the late Dr, Louis Leakey -- the anthropologist.

Pre-election political meetings have been subdued - due largely to retrain imposed by the Government. Candidates have been told that they cannot use tribal dancers to support their campaigns, for example, because: "Tribal dancing may provoke rivals and create a tense atmosphere". Secret night meetings have also been banned.

A meeting held by Dr. Nioroge Mungai, Kenya's Foreign Minister, was lively enough, though, despite restrictions.

President Jomo Kenyatta has already been returned unopposed for his third fie-year term of office. The only shock of the campaign so far was the turning down of Mr. Oginga Odinga's application to stand for the election. Several of his colleagues were also rejected by President Kenyatta.

During his meeting, Dr. Mungai attacked people in his constituency who were using abusive language to discredit him and his achievements. He told the enthusiastic crowd that he had helped in the building of several schools, clinics and roads. He also paid tribute to the people for their hard work and co-operation.
