    PERMANENT AMBASSADORS TO GATT (GENERAL AGREEMENT ON TARIFFS AND TRADE) TODAY (TUESDAY) BEGAN A THREE-WEEK SESSION AT WHICH THE BRITISH IMPORT SURCHARGE AND A UNITED STATES-CANADIAN PACT ON CAR SALES WILL BE DISCUSSED.

    THE SESSION TODAY WAS SPENT AGREEING ON THE AGENDA, AND THERE WAS NO DISCUSSION ON THE SUBJECTS SELECTED.

    THE CAR PACT, UNDER WHICH THE UNITED STATES AND CANADA ARE TO ELIMINATE TARIFFS ON EACH OTHER'S CARS AND SPARE PARTS, HAS RAISED PROTESTS FROM BRITISH MANUFACTURERS ON THE GROUNDS THAT IT MAY AFFECT BRITISH CAR SALES IN CANADA.IT WAS PLACED ON THE AGENDA AT THE REQUEST OF THE GATT SECRETARIAT, AS GATT RULES NORMALLY REQUIRE A COUNTRY GIVING A TARIFF CONCESSION TO ONE COUNTRY TO EXTEND IT TO ALL GATT NATIONS.

    M.GEORGES BRESSON, OF THE UPPER VOLTA, WHO PRESIDED AT TODAY'S SESSION, ANNOUNCED THAT GAMBIA, THE NEWLY INDEPENDENT FORMER BRITISH TERRITORY IN AFRICA, AND BURUNDI, WHICH HAS HAD DE FACTO GATT STATUS, HAVE BECOME FULL CONTRACTING PARTIES TO GATT, WHICH NOW HAS A MEMBERSHIP OF 79 - 66 FULL CONTRACTING PARTIES AND 13 ASSOCIATED COUNTRIES.

    AN 18-NATION GATT WORKING PARTY ASSIGNED TO STUDY THE BRITISH SURCHARGE WILL MEET ON THURSDAY.
