    EMERGENCY SERVICES OF ANY GREAT CITY MUST BE PREPARED FOR ALL EVENTUALITIES. PERHAPS THEIR GREATEST NIGHTMARE IS THE THOUGHT OF AN AIRLINER CRASHING ON A DENSELY POPULATED PART OF THE CITY. TO REHEARSE THE NEEDS OF SUCH A DISASTER THE CITY OF LONDON LAUNCHED EXERCISE "SEE EIGHT" TODAY (WEDNESDAY) -- A SIMULATION OF AN AIRLINER CRASHING INTO ONE OF LONDON'S TALLEST BUILDINGS. THE SITUATION ENVISAGED WAS AN AIRLINER CARRYING 34 PASSENGERS PLUNGING INTO BRITANNIC HOUSE -- AN OFFICE BUILDING WITH 33 FLOORS. FOUR PEOPLE WERE ASSUMED TO BE KILLED, AND ABOUT A HUNDRED INJURED.

    CRITICS OF THE EXERCISE ARGUED THAT 134 PASSENGERS AND A GREAT MANY MORE INJURED WOULD HAVE BEEN MORE REALISTIC; THAT IT WAS A BAD TIME TO HOLD SUCH AND EXERCISE BECAUSE MANY NERVOUS PEOPLE WOULD BE FLYING ON HOLIDAY AT THIS TIME OF THE YEAR; AND THAT EVERYONE KNEW ABOUT THE EXERCISE IN ADVANCE SO THAT IT WAS NO REAL TEST. BUT AT THE GIVEN MOMENT EXERCISE "SEE EIGHT" WENT INTO ACTION.

    FIRE ENGINES AND AMBULANCES -- LIGHTS FLASHING BUT SIRENS STILLED -- APPROACHED BRITANNIC HOUSE FROM ALL DIRECTION. 2200 PEOPLE HAD TO BE EVACUATED AND FIREMEN HAD TO DEAL WITH FIRES 30 STOREYS UP WITH THE NORMAL LIFTS OUT OF ACTION.

    FOAM SOON DOUSED THE FIRES WHILE A STRING OF AMBULANCES CARTED VOLUNTEER INJURED TO HOSPITALS ALL OVER THE CITY. POLICE PROTECTED PROPERTY AND DIVERTED TRAFFIC, WHILE A TEMPORARY MORTUARY WAS SET UP NEARBY.

    THE ORGANISERS WERE PLEASED WITH THE SMOOTH WAY THE OPERATION WENT OFF -- BUT THE CRITICS STILL HAD THEIR COURTS.

    SYNOPSIS: DUMMIES AND VOLUNTEER VICTIMS WERE RUSHED TO WAITING AMBULANCES AND TAKEN TO CITY HOSPITALS PASSING EMERGENCY TEAMS ON THEIR WAY TO THE SCENE OF THE ACCIDENT. THE ORGANISERS WERE SATISFIED WITH THE WAY THE OPERATION WENT OFF AND SAID IT GAVE A GOOD INSIGHT TO REAL DISASTER. 13 FIRE ENGINES WERE CALLED TO THE SCENE, 16 AMBULANCES, AND MANY ALLIED SERVICES.

    IT WAS THE MOST EXTENSIVE EMERGENCY EXERCISE EVER CARRIED OUT IN BRITAIN COMMITTING ALL THE CITY'S EMERGENCY SERVICES TO AN OPERATION THAT THEY HOPE WILL NEVER REALLY HAPPEN.
