    JUBILANT MR. MILTON OBOTE, PRESIDENT OF THE UGANDA PEOPLE'S CONGRESS AND NEW PRIME MINISTER OF UGANDA, WAS ACCLAIMED BY A CHEERING CROWD OF SUPPORTERS IN KAMPALA MAY 1 AS HE EMERGED FROM THE PARLIAMENT BUILDING AFTER HE, AND MEMBERS OF HIS GOVERNMENT, HAD BEEN SWORN IN BY THE GOVERNOR, SIR WALTER COUTTS.

    MR. OBOTE'S APPOINTMENT FOLLOWED THE PREVIOUS WEEK'S GENERAL ELECTION IN WHICH THE DEMOCRATIC PARTY, WHICH FORMED THE GOVERNMENT IN 1961, WAS SOUNDLY DEFEATED BY THE ALLIANCE OF THE UGANDA PEOPLE'S CONGRESS AND THE KABAKA YEKKA MOVEMENT OF UGANDA.

    IN A MESSAGE TO THE PEOPLE APRIL 30, MR. OBOTE SAID HIS GOVERNMENT AIMS AT A COOPERATIVE COMMONWEALTH IN WHICH ALL BE EQUAL SHARERS IN OPPORTUNITY, AND IN ALL THINGS THAT GIVE MEANING TO LIFE... "THE GOVERNMENT WOULD PROVIDE A STEPPING STONE TO THE FULL INDEPENDENCE OF UGANDA".

    THE NEW PREMIER, AGED 38, WORKED FOR AN OIL COMPANY IN NAIROBI UNTIL 1957. THEN HE RETURNED TO HIS HOME IN LANGO, NORTHERN UGANDA, WHERE HE BECAME LOCAL LEADER OF THE UGANDA NATIONAL CONGRESS. MR. OBOTE FIRST ENTERED THE LEGISLATIVE COUNCIL IN 1958 AND BECAME PRESIDENT OF THE U.P.C. ON ITS FORMATION IN 1959. HE HAS A STRONG PERSONALITY AND IS A STRONG INCISIVE SPEAKER. IN THE GENERAL ELECTION HIS PARTY WON 37 SEATS TO THE DEMOCRATIC PARTY'S 22.
