Background: Malta's Prime Minister, Mr. Mintoff and Britain's Defence Secretary, Lord Carrington flew home to their respective capitals on Saturday (29 Jan) after another indecisive meeting in Rome.
The two men are trying to find a formula under which Britain will be able to retain its military bases on Malta and at the same time contribute sufficient money to Malta to satisfy Mr. Mintoff's government.
After Saturday's talks, Mr. Mintoff said he was returning to Malta to discuss with his cabinet a "new element" which he says Britain has introduced to the discussion.
But Britain's Lord Carrington says he is mystified by Mr. Mintoff's remarks. He says nothing was raised at the meeting which had not been raised a thousand times before.
The meeting was held in Rome in the presence of the Italian Foreign Minister, Mr. Moro.
