    DOCKERS IN LIVERPOOL HAVE NOW BEEN ON STRIKE FOR MORE THAN A MONTH. THEY CAME OUT ORIGINALLY TO SUPPORT AN EARLIER STRIKE OF LONDON DOCKERS, WHICH IS NOW OVER. BUT THE LIVERPOOL MEN DECIDED TO STAY ON STRIKE; THEIR MAIN DEMAND IS FOR THE SAME RATES AND CONDITIONS AS LONDON MEN.

    IT HAS BEEN ESTIMATED THAT MORE THAN GBP100 MILLION STERLING WORTH OF EXPORTS HAS BEEN HELD UP BY THE DOCK STRIKES. THE PRIME MINISTER HAS SAID THE IS SHOCKED AT THE DAMAGE BEING DONE TO BRITAIN'S EXPORT DRIVE. AND A LIVERPOOL PORT OFFICIAL HAS SAID THAT, IN FIERCE COMPETITION WITH PORTS IN EUROPE, IRREPARABLE HARM IS BEING DONE TO THE IMAGE OF LIVERPOOL WHICH IS BOUND TO MAKE IMPORTERS AND EXPORTERS LOOK ELSEWHERE; THE MEN'S OWN LIVELIHOOD IS THEREFORE AT STAKE.

    ONE MOVE TOWARDS BREAKING THE DEADLOCK IN LIVERPOOL CAME LAST NIGHT (THURSDAY) WHEN THE PORT EMPLOYERS, WHO HAD PREVIOUSLY REFUSED TO ACCEPT A GOVERNMENT ARBITRATOR, MR. JACK SCAMP, AS A PEACEMAKER, CHANGED THEIR MINDS AND AGREED TO DO SO.

    THE MINISTER OF LABOUR, MR. GUNTER, BESIDES BLAMING THE COMMUNISTS FOR THE STRIKE WAVE, ALSO DEPLORED THE LOSS OF CONTROL BY THE TRADE UNIONS OVER THEIR RANK AND FILE MEMBERS.

    ANOTHER INDUSTRIAL DISPUTE FOR WHICH COMMUNISTS HAVE BEEN HELD LARGELY TO BLAME IS THAT AT THE BARBICAN SITE IN THE CITY OF LONDON. THIS IS A MASSIVE DEVELOPMENT SCHEME TO BUILD TALL APARTMENT BLOCKS, WITH THEIR OWN SHOPS, SCHOOLS AND THEATRE, IN A DISTRICT THAT WAS DEVASTATED BY BOMBING IN THE SECOND WORLD WAR. THERE HAVE BEEN REPEATED UNOFFICIAL STRIKES THERE, AND ON ONE CONTRACTOR'S CLOCK NO WORK HAS BEEN DONE FOR NEARLY A YEAR.

    LAST MONDAY, TWO VANLOADS OF MEN TRIED TO START WORK THERE, BUT PICKETS FROM A NEIGHBOURING SITE SURGED FORWARD TO STOP THEM. POLICE INTERVENED AND A RUNNING FIGHT BROKE OUT. 24 MEN WERE ARRESTED AND CHARGED.

    THE LATEST WAVE OF STOPPAGES IS ON THE RAILWAYS. THIS TIME IT IS OFFICIAL - SUPPORTED BY THE MAIN RAILWAYMEN'S UNION. IT IS ONE THAT COULD BRING IMMENSE DISRUPTION TO BRITAIN'S COMMERCIAL AND INDUSTRIAL LIFE.

    THE DISPUTE IS OVER A PLAN BY THE STATE-OWNED RAILWAY MANAGEMENT TO REORGANISE DUTIES OF FREIGHT GUARDS SO AS TO REDUCE THE NEED FOR EXTRA MEN. GUARDS REFUSING THE DUTIES WITHOUT EXTRA PAY HAVE BEEN SUSPENDED, AND THIS HAS LED TO THE STOPPAGES AS A RESULT MANY PASSENGER AND FREIGHT TRAINS HAVE HAD TO BE CANCELLED.
