    BUT A SOBER MOOD UNDERLAY THE PAGEANTRY. MOST INDIAN NEWSPAPERS HEADLINED PRESIDENT SARVAPALLI RADHAKRISHNAN'S SPECIAL BROADCAST DESCRIBING 1966 AS INDIA'S WORST YEAR SINCE INDEPENDENCE, FULL OF CALAMITIES AND HUMAN FAILURES.

    THE PRESIDENT WAS UNABLE TO TAKE THE SALUTE DURING THE REPUBLIC DAY MARCHPAST BECAUSE OF POOR HEALTH BUT LATER MINGLED WITH 6,000 GUESTS AT A RECEPTION AT HIS RESIDENCY.

    VICE-PRESIDENT ZAKIR HUSSAIN DEPUTISED AT THE PARADE IN WHICH INDIAN-MADE TANKS APPEARED FOR THE FIRST TIME. THE FLY-PAST INCLUDED 20 MIG-21 AIRCRAFT ASSEMBLED IN INDIA.

    AND, OF COURSE, THERE WERE THE USUAL INFANTRY AND CAVALRY UNITS, INCLUDING CAMELS, AND A CULTURAL PAGEANT LED BY THE INEVITABLE ELEPHANTS.
