    AN OFFICIAL COURT OF INQUIRY INTO BRITAIN'S CRIPPLING SEAMEN'S STRIKE TODAY (TUESDAY) CALLED SHIPOWNERS AND UNION LEADERS TOGETHER IN ITS FIRST ATTEMPTS TO PROBE THE CAUSES OF THE TWO-WEEK OLD STOPPAGE. MEANWHILE, TRADE, NORMALLY BEING HANDLED BY HOME SHIPPING, IS GOING TO FOREIGN SHIPS.

    THE FOUR-MAN COURT, APPOINTED BY THE GOVERNMENT DECIDED TO HOLD ITS HEARINGS IN PRIVATE. ALMOST 700 BRITISH SHIPS ARE SO FAR TIED UP BY THE STRIKE OF 19,000 OF THE UNION'S 62,000 MEMBERS. MORE STOP WORK AS SHIPS REACH HOME PORTS.

    THE SEAMEN ARE DEMANDING AN IMMEDIATE 40-HOUR WEEK, INSTEAD OF 56, FOR THE SAME PAY. THEY HAVE REJECTED AN EMPLOYERS' OFFER TO BRING IN THE SHORTER WEEK OVER THE NEXT TWO YEARS.

    THE UNION'S SECRETARY, MR WILLIAM HOGARTH, SAID THAT IT WOULD BE A WASTE OF TIME FOR THE COURT TO APPEAL TO THE SEAMEN TO RETURN TO WORK BEFORE A SETTLEMENT.

    TODAY'S INFORMAL MEETING OF THE COURT OF INQUIRY DECIDED TO BEGIN FORMAL HEARINGS ON THURSDAY (2 JUNE). IT IS HOPED THAT A PRELIMINARY REPORT, POSSIBLY WITH SOME RECOMMENDATIONS, WILL BE OUT BY THE END OF NEXT WEEK. THERE IS NOTHING BINDING ON EITHER SIDE OF THE DISPUTE TO ACCEPT THE DECISION OF THE COURT.
