    THE HISTORIC CIVIL RIGHTS BILL YESTERDAY (THURSDAY) PASSED THROUGH THE UNITED STATES HOUSE OF REPRESENTATIVES -- ENDING A LONG AND BITTER CONGRESSIONAL DEBATE. LATER, PRESIDENT JOHNSON SIGNED THE NEW BILL OFFICIALLY BRINGING IT INTO LAW.

    BEFORE PLACING HIS SIGNATURE AT THE FOOT OF THE BILL THE PRESIDENT SPOKE ON TELEVISION TO THE AMERICAN PEOPLE APPEALING TO THEM TO JOIN THE EFFORT TO BRING JUSTICE AND HOPE TO ALL UNITED STATES CITIZENS:
    THE PRESIDENT ALSO ANNOUNCED LAST NIGHT THAT HE WAS TAKING IMMEDIATE STEPS TO IMPLEMENT THE BILL. HE WAS APPOINTING MR LEROY COLLINS, A FORMER GOVERNOR OF FLORIDA, TO BE DIRECTOR OF COMMUNITY RELATIONS UNDER THE NEW ACT.

    VOTING FOR THE BILL WERE 153 DEMOCRATS AND 136 REPUBLICANS WHILE AGAINST IT WERE 91 DEMOCRATS AND 35 REPUBLICANS.
