    Background: In Cairo, eighteen people, including a government minister, were killed when a ten storey apartment block collapsed on March 6. The dead minister was named as Mohammed Radi, deputy tourism minister, who died together with his two adult daughters when rubble crashed through their home, next door to the apartment block in the city's fashionable Heliopolis area. The landlord and six members of his family were also among the dead. Police spokesmen said he had illegally added four extra floors to the building, a frequent occurrence in the capital. The building was completed only seven months ago, and earlier this year, 40 people died in a similar incident in another part of Cairo.
