    Background: In Saigon, protests against the conduct of next month's South Vietnamese Presidential elections have been building up during the past week. Yesterday (Tuesday), students and teachers belonging to the Catholic Movement for Peace showed their contempt for the one-man presidential election by burning their voting cards.

    The group also put out a statement condemning President Thieu-- the sole election candidate--as a puppet of the United States. The Americans, said the statement, felt that through President Thieu they could continue to influence Vietnamese affairs. During this new wave of anti-American feeling, several U.S. vehicles have been attacked in Saigon.
