    Vietnam's Deputy Foreign Minister, Phan Hien, arrived in Thailand on Tuesday (4 July) for talks with the Thai Foreign Minister, Upadit Pachariyangkun. Mr. Hien was on the first stage of his tour of South East Asia. He is also visiting Japan, Australia, New Zealand and Possibly Singapore.

    SYNOPSIS: The day of talks took place in the Thai capital, Bangkok. The ministers discussed Vietnam's relations with China and Cambodia, following recent fighting on the Cambodian-Vietnamese border and the current exodus of Chinese out of Vietnam. Mr. Hien explained the Vietnamese plan to establish a zone of peace and neutrality in South East Asia. After the meeting, Mr. Hien told newsmen that Vietnam had a common objective for regional peace and stability with all the members of the Association of South East Asian Nations (ASEAN), including Thailand.

    Mr. Hien said Vietnam had never wanted the present conflicts with its former Communist Allies. He claimed that China had supported Cambodia in the border dispute with Vietnam and that it was therefore inevitable that Vietnamese-Chinese relations were strained. Mr. Hien denied a suggestion that the fighting was proxy war between the Soviet Union and China and said there were no foreign military bases in Vietnam. He added that the Vietnamese peace zone proposal was similar to a motion discussed during the ASEAN Foreign Minister conference last month.
