HOME: "THERE'S ALWAYS BEEN A DANGER OF WAR. THAT'S THE WHOLE REASON WHY WE PUT IN OUR FORCE, AND THE URGENCY WITH WHICH WE'RE SEEKING TO ESTABLISH AN INTERNATIONAL FORCE IS EXACTLY BECAUSE WE FEEL THERE MAY BE A DANGER OF CIVIL STRIFE AND WAR BETWEEN GREECE AND TURKEY. MR BALL IS ARRIVING TOMORROW MORNING. THE FOREIGN SECRETARY AND I AND MR SANDYS WILL BE MEETING AND TALKING WITH HIM, AND I TRUST THAT NEITHER GREECE NOR TURKEY WILL TAKE PRECIPITANT ACTION, BECAUSE WE MUST TRY AND SETTLE THIS BY NEGOTIATION AND AGREEMENT AND NOT BY FORCE UNLESS THERE ARE TO BE VERY DIRE CONSEQUENCES."

INT: "ARCHBISHOP MAKARIOS SEEMS TO SEE AN INTERNATIONAL FORCE ONLY IN THE UNITED NATIONS TERMS. IS THIS ACCEPTABLE TO THE BRITISH GOVERNMENT?"

HOME: "IT DEPENDS WHAT THE LINK IS BETWEEN THE UNITED NATIONS AND I THINK THAT AGAIN IS A MATTER WHICH WE SHALL BE TALKING OVER WITH MR BALL AND WITH THE FOREIGN SECRETARY TOMORROW."

INT: "WHAT IS AMERICA'S POSITION NOW?"

HOME: "AMERICA'S POSITION IS REALLY, I THINK, IDENTICAL WITH OUR OWN, AND THAT IS THEY WANT TO SEE A UNITED NATIONS FORCE WHICH WILL BE ACCEPTABLE TO THE CYPRIOT GOVERNMENT, AND THE GREEK AND TURKISH GOVERNMENTS, AND ESTABLISHED WHILE A MEDIATOR TRIES TO SEE IF HE CAN FIND A POLITICAL SETTLEMENT."

INT: "JUST HOW SERIOUS IS THE DIFFERENCE OF OPINION OVER OUR DEALINGS WITH CUBA?"

HOME: "WHEN YOU COME TO THE QUESTION OF CUBA, AND BRITISH TRADE WITH CUBA, THE AMERICANS DO NOT AGREE WITH OUR POINT OF VIEW, I THINK IT'S ONLY HONEST TO SAY THAT. BUT I EXPLAINED TO THE UNITED STATES, AND TO THE PRESIDENT, THAT WE DID NO MORE THAN OUR ORDINARY COMMERCIAL PRACTICE. WE DON'T GIVE ARMS, WE DON'T GIVE AID, WE DON'T GIVE LOANS FOR GENERAL PURPOSES. WHAT WE DO IS TO INSURE OUR OWN INDUSTRIALIST AGAINST LOSS OF A GENUINE COMMERCIAL CONTRACT. AND I THINK NOW THAT WE UNDERSTAND EACH OTHER'S POSITION TO THAT AFFECT AND GENERAL ACCORD OVER THE WHOLE GREAT FIELD."
