    President Amin of Uganda received a traditional colourful welcome from tribes in the remote Northern Ugandan Karamoja district on Sunday (July 23) when he visited the area to consult tribal elders on regional issues and to review a passing-out ???arade of two hundred army recruits. Karamoja, near the Kenyan border, was an area which remained undeveloped by the former British colonial administration and by the government of ex-President Milton Obote. The tribespeople -- still colourfully primitive -- wore the minimum form of clothing, and kept to an ancient and Spartan existence. More recently, however, under the government of president Amin, a wide-sweeping development programme has been launched to bring law, medicine, education, and water development.

    President Amin's talks with the tribal elders this week centred on this reform programme and the area's future. At an address to the elders in Moroto, one of the principal towns of the district, General Amin thanked them for their co-operation in the programme and urged them to 'work even harder for the sake of the country as well as Karamoja's. Addressing recruits at the passing-out parade -- shown in this film -- he reminded them that they were servants of the people, and paid by them.
