    MINISTERS OF DR. VERWOERD'S NATIONALIST GOVERNMENT ATTENDING THE CABINET MEETING INCLUDED MR. WET NEL (BANTU DEVELOPMENT), MR. LE ROUX (AGRICULTURE), MR. DE KLERK (LABOUR), MR. SAUER (LANDS), MR. MAREE (BANTU EDUCATION), MR. FOUCHE (DEFENCE), MR. SCHOEMAN (TRANSPORT), AND MR. HERTZOG (POST AND TELEPHONES).

    IN A VICTORY SPEECH TO THE NATION, OCT 20, PREMIER VERWOERD PLEDGED TO CONTINUE THE POLICY OF WHITE SUPREMACY IN SOUTH AFRICA AND ATTACKED THE WISH OF THE 'OUTSIDE WORLD' IN FAVOUR OF A WHITE MINORITY JOINING A NON-WHITE MAJORITY. 'WE KNOW WHAT THIS WOULD MEAN IN THE END - NUMBERS WOULD COUNT, NOT QUALITY,' HE SAID.
