    IN WASHINGTON, THE PERSIAN EMBASSY WAS INVADED BY A CROWD OF PERSIAN STUDENTS LAST NIGHT. (TUESDAY). THEY WERE PROTESTING OVER THE REFORMS WHICH THE SHAH HAS BEEN PUTTING INTO EFFECT. THE STUDENTS WERE REMOVED FROM THE LOBBY OF THE EMBASSY BY POLICE WHO HAD BEEN CALLED IN TO ASSIST OFFICIALS.

    A REFERENDUM WILL BE HELD IN PERSIA ON SATURDAY FOR A DECISION BY THE PEOPLE ON THE SHAH'S SWEEPING PROGRAMME OF SOCIAL REFORM. REDISTRIBUTION OF LAND AMONG THE PEASANTRY IS THE KEY ISSUE BETWEEN 4 AND 5 MILLION WILL BE ASKED TO GIBE A 'YES' OR 'NO' ON SIX POINTS WHICH INCLUDE NEW LAWS TO GOVERN ELECTIONS, ILLITERACY, AND PROFIT-SHARING IN INDUSTRY. THE REFERENDUM IS THE SHAH'S WAY OF BY-PASSING TRADITIONAL POLITICAL GROUPINGS, ESPECIALLY THE LANDOWNERS.

    SO FAR THERE HAS BEEN VERY LITTLE OPEN OPPOSITION TO THE REFERENDUM, BUT IT WAS ONLY LAST NIGHT THAT THE PRIME MINISTER, MR. ALAM, WARNED TROUBLE-MAKERS THAT THEY WOULD BE RUTHLESSLY DEALT WITH. MANY LANDOWNERS ARE PRIVATELY CRITICAL, SINCE THE SHAH'S PROPOSALS MEAN AN END TO PERSIA'S AGE-OLD LANDLORD-SERF SYSTEM.
