    TRANSCRIPT: GOWON: I WANT TO MAKE IT QUITE CLEAR AGAIN AT THIS CONFERENCE THAT NIGERIA IS AND WILL REMAIN CONSTITUTIONALLY ONE COUNTRY. UNTIL THE WISHES OF THE PEOPLE HAVE BEEN FULLY (INAUDIBLE)... AND THE FORM OF FUTURE ASSOCIATION THEY DESIRE. THE PROVISIONS OF THE PRESENT CONSTITUTION ARE QUITE CLEAR ON THE MATTER. IN SPITE OF THE PRESENT SITUATION, THE FEDERAL MILITARY GOVERNMENT IS DETERMINED TO PROVIDE CONDITIONS THAT WILL MAKE CONTINUED UNITY OF THIS COUNTRY A REALITY. I ALSO WANT TO TAKE THIS OPPORTUNITY TO ASSURE EVERYONE, AS I HAVE EMPHASISED IN MY PREVIOUS STATEMENTS, THAT NO FORM OF GOVERNMENT WILL BE ENFORCED ON ANY SECTION OF THE COMMUNITY WITHOUT THEIR WISHES BEING FULLY ASCERTAINED. I GATHER IT IS BEING SUGGESTED IN SOME QUARTERS THAT DISCIPLINE HAS BROKEN DOWN IN THE ARMY. I WISH TO EMPHASISE THAT THIS IS COMPLETELY UNTRUE. I AM IN A POSITION TO KNOW MORE ABOUT THIS THAN ANYONE ELSE. (INAUDIBLE)... IS BEING THOROUGHLY INVESTIGATED AND I REPEAT MY EARLIER ASSURANCES THAT THE MOST APPROPRIATE ACTION WILL BE TAKEN WHEN INVESTIGATIONS ARE COMPLETED.
