    BRITAIN'S SPECIAL ENVOY TO EAST AND CENTRAL AFRICA, MR. MALCOLM MACDONALD RETURNED FROM ZAMBIA THIS MORNING (SUNDAY). AT LONDON AIRPORT ON HIS ARRIVAL, HE DECLINED TO ANSWER REPORTER'S QUESTIONS.

    MR. MACDONALD HAS BEEN HAVING TALKS WITH PRESIDENT KAUNDA OF ZAMBIA OVER THE PRESENT SITUATION IN RHODESIA. MR. KAUNDA SAID YESTERDAY THAT HE HAD WRITTEN TO THE BRITISH GOVERNMENT URGING THEM TO SEND TROOPS TO THE VAST KARIBA HYDRO-ELECTRIC SCHEME WHICH LIES ACROSS THE ZAMBIA-RHODESIA BORDER.

    ON FRIDAY, SABOTEURS DYNAMITED A 110 FOOT (34 METRE) PYLON AND CUT OFF THE ZAMBIAN COPPER TOWN OF KITWE FROM THE KARIBA ELECTRIC POWER SUPPLY.

    BRITISH GOVERNMENT OFFICIALS SAID THEY WERE CONSIDERING SENDING SOLDIERS TO ZAMBIA BUT THAT THEY WERE WAITING FOR A REPORT FROM MR. MACDONALD. PRESIDENT KAUNDA SAID HE HAD PLACED THE GUARDING OF THE DAM IN BRITISH HANDS BECAUSE BRITAIN WAS RESPONSIBLE FOR RHODESIA.
