    THE BRUSSELS CONFERENCE WAS A PREPARATION FOR A CRUCIAL MEETING WITH FRANCE AT A MINISTERIAL COUNCIL SESSION TOMORROW (TUESDAY). TODAY'S DISCUSSIONS LED TO AGREEMENT ON VITAL PLANS FOR MOVING KEY MILITARY INSTALLATIONS FROM FRANCE.

    THE MINISTERS DECIDED THAT THE SUPREME HEADQUARTERS, ALLIED POWERS IN EUROPE, KNOWN AS SHAPE, SHOULD BE MOVED TO THE BENELUX AREA. THE NATO DEFENCE COLLEGE WILL BE MOVED FROM PARIS TO ITALY, AND THE NATO AIR AND LAND FORCES CENTRAL EUROPEAN HEADQUARTERS WILL GO EITHER TO WEST GERMANY OR BENELUX.

    BUT THERE WERE DIFFERENCES AMONG THE FOURTEEN MINISTERS ON WHETHER THE ALLIANCE'S TOP POLITICAL BODY, THE NATO COUNCIL, SHOULD BE MOVED FROM PARIS.

    PRESIDENT DE GAULLE HAS DECIDED TO WITHDRAW FRENCH OFFICERS AND MEN FROM NATO INTEGRATION ON 1 JULY 1967.
