    NIGERIA HAS SAID IT WILL BREAK OFF DIPLOMATIC RELATIONS WITH THE IVORY COAST, BECAUSE THE IVORY COAST'S GOVERNMENT HAS SAID IT WILL RECOGNISE SECESSIONIST BIAFRA AS A SOVEREIGN AND INDEPENDENT STATE.

    THE DECISION WAS MADE AT A MEETING CHAIRED BY THE PRESIDENT OF THE IVORY COAST, M. FELIX HOUPHOUET-BOIGNY, IN ABIDJAN. THE IVORY COAST MINISTER FOR FOREIGN AFFAIRS, M. ARSENE USHER ASSOUAN, SAID THE GOVERNMENT HAD DECIDED ON RECOGNITION AFTER THE NATIONAL COUNCIL OF THE PARTY HAD GIVEN ITS APPROVAL.

    THE IVORY COAST IS THE THIRD STATE TO RECOGNISE BIAFRA TANZANIA WAS THE FIRST AND GABON WAS NEXT. IT WAS GENERALLY EXPECTED THAT THE IVORY COAST PRESIDENT WOULD SUPPORT THE BIAFRANS FORMALLY, BUT HE SAID RECENTLY IN PARIS THAT SUCH A DECISION COULD BE MADE ONLY AFTER HIS COUNTRY'S POLITICAL LEADERS HAD BEEN CONSULTED.

    THE NATIONAL COUNCIL IS MADE UP OF GOVERNMENT ASSEMBLY MEMBERS, JUDGES, SENIOR CIVIL SERVANTS, ARMY OFFICERS AND REPRESENTATIVES OF TRADE UNIONS, AND WOMEN'S AND STUDENTS' ORGANISATIONS. CABINET MADE THE FINAL DECISION ON THE FORMAL RECOGNITION OF BIAFRA AFTER THE COUNCIL HAD GIVEN ITS APPROVAL.
