    VOTING TOOK PLACE TODAY (THURSDAY) IN BRITAIN'S "LITTLE GENERAL ELECTION" - A CRITICAL TEST OF THE CONSERVATIVE GOVERNMENT'S STANDING WITH ONLY FIVE MONTHS TO GO TO NATIONWIDE AUTUMN POLL.

    MORE THAN 200,000 ELECTORS WERE INVOLVED IN THE PARLIAMENTARY BY-ELECTIONS FOR FOUR GOVERNMENT-HELD SEATS.

    THE FIRST BLOW TO SIR ALEC DOUGLAS-HOME'S RULING CONSERVATIVE PARTY CAME AT RUTHERGLEN THE ONLY SCOTTISH CONSTITUENCY IN TODAY'S POLL. LABOUR WON THE SEAT WITH A 3,747 VOTES MAJORITY. IN 1959 THE CONSERVATIVES HAD WON WITH A 1,522 VOTES MAJORITY.

    THE RUTHERGLEN BY-ELECTION WAS A STRAIGHT FIGHT BETWEEN THE CONSERVATIVE AND LABOUR PARTIES AND CONFIRMED THE NATIONAL 8 PER CENT SWING TO LABOUR GIVEN BY THE OPINION POLLS. THE CONSERVATIVES, HOWEVER, CAN CONSOLE THEMSELVES BECAUSE THIS SEAT HAS CHANGED SEVERAL TIMES IN THE PAST 40 YEARS AND THEY COULD NOT REALLY BE EXPECTED TO WIN IT WITH THEIR CANDIDATE, MR. IAIN SPROAT, FIGHTING HIS FIRST ELECTION. THE LABOUR CANDIDATE, MR. GREGOR MACKENZIE, IS A LOCAL MAN WHO HAS FOUGHT THE CONSTITUENCY SEVERAL TIMES BEFORE. IN THE AUTUMN GENERAL ELECTION ADDITIONAL CANDIDATES - POSSIBLY COMMUNIST, SCOTTISH NATIONALIST, AND LIBERAL - COULD MEAN THE SEAT WILL CHANGE HANDS AGAIN.

    AT WINCHESTER THE CONSERVATIVES, AS EXPECTED, HELD THEIR SEAT. BUT THEIR PREVIOUS MAJORITY WAS HALVED, AGAIN INDICATING A SWING TO LABOUR OF NEARLY 8 PER CENT.

    THE CONSERVATIVES BEST ACHIEVEMENT WAS AT DEVIZES WHERE A SWING OF LESS THAN 5 PER CENT WOULD HAVE GIVEN A LABOUR CANDIDATE VICTORY. BUT THE CONSERVATIVE CANDIDATE HELD THE SEAT WITH HIS MAJORITY CUT FROM 3,838 VOTES TO 1,670. ALTHOUGH THE LABOUR PARTY HAS NEVER HELD THE DEVIZES SEAT, THE RECENT INCREASE OF LIGHT INDUSTRY IN THE CONSTITUENCY AND THE NATIONAL SWING TO LABOUR HAD GIVEN THEM HOPES OF A VICTORY.

    THE FOURTH BY-ELECTION, THAT AT BURY ST. EDMUNDS, IS EXPECTED TOMORROW MID-DAY.
