    GREEK PRIME MINISTER GEORGE PAPADOPOULOS LIFTED ON FRIDAY (10 APRIL) SOME OF THE RESTRICTIONS PLACED ON GREEKS SINCE THE 1967 ARMY COUP, BUT SAID GREECE WAS NOT YET READY TO RETURN TO PARLIAMENTARY RULE. HIS LIBERALISATION MEASURE, ANNOUNCED IN AN HOUR-LONG SPEECH AT A TELEVISED PRESS CONFERENCE IN ATHENS, INCLUDED THE RESTORATION OF ARTICLE 10 OF THE CONSTITUTION, WHICH AFFORDS PROTECTION AGAINST ARBITRARY ARREST.

    THE PRIME MINISTER, A 50-YEAR-OLD FORMER ARTILLERY OFFICER, ANNOUNCED THAT THE MEASURES WOULD TAKE EFFECT IMMEDIATELY.

    ALL OFFENSES EXCEPT THOSE RELATED TO PUBLIC ORDER, SECURITY OR OFFENSES AGAINST THE REGIME, WOULD IN FUTURE BE TRIED BY CIVIL COURTS. IN ADDITION, CIVIL SERVANTS, THOUSANDS OF WHOM HAVE BEEN DISMISSED FOR LACK OF LOYALTY TO THE ARMY-BACKED REGIME, ARE NOW TO HAVE A RIGHT OF APPEAL TO THE STATE COUNCIL AGAINST ARBITRARY ACTS OF THE ADMINISTRATION.

    THEY WERE DEPRIVED OF ANY RIGHT OF APPEAL AFTER THE 1967 COUP.

    IN HIS SPEECH, MR. PAPADOPOULOS ACCUSED CRITICS OF GREEK REGIME ABROAD OF BAD FAITH, AND SAID THOSE WHO SLANDERED THE COUNTRY WERE "PAID AGENTS."
    THE GREEK PROBLEM WOULD BE SOLVED IN GREECE AND BY THE GREEKS. THE REVOLUTION, THE PRIME MINISTER SAID, WAS NOT PREPARED TO HAND OVER THIS RESPONSIBILITY TO ANYONE.
