    MR. FREDERICK ARKHURST, THE GHANIAN AMBASSADOR TO THE UNITED NATIONS, YESTERDAY (MONDAY) DISCUSSED THE RECENT COCOA CONFERENCE AT THE WORLD BODY'S HEADQUARTERS IN NEW YORK.

    THE MONTH-LONG CONFERENCE BROKE UP LAST THURSDAY WHEN DELEGATES FAILED TO REACH AGREEMENT ON STABILISING THE FLUCTUATING PRICE OF COCOA ON THE INTERNATIONAL MARKET. LIKE THE PREVIOUS MEETING IN 1963, THE CONFERENCE COLLAPSED ON THE QUESTION OF ACTUAL PRICES.

    LEADING PRODUCERS, PARTICULARLY GHANA, CRITICISED THE ATTITUDE OF THE UNITED STATES, WHO CALLED FOR A LOWER MINIMUM PRICE. MR. ARKHURST TOLD THE CLOSING SESSION THE DISAGREEMENT WAS SIMPLY BETWEEN THE AMERICANS AND ALL THE REST OF THE PRODUCERS -- AND NOT BETWEEN CONSUMERS AND PRODUCERS.
